Pada C.E.75, pertempuran masih berlanjut. Ada gerakan kemerdekaan, dan agresi oleh Blue Cosmos... Untuk menenangkan situasi, sebuah badan pemantau perdamaian global bernama COMPASS dibentuk, dengan Lacus sebagai presiden pertamanya. Sebagai anggota COMPASS, Kira dan rekan-rekannya terlibat dalam berbagai pertempuran regional. Kemudian negara yang baru didirikan bernama Foundation mengusulkan operasi gabungan melawan benteng Blue Cosmos.
